Older Scrolls counts the scrolls you write. It is a Book writing inspiration with a free first level at 3, and it appears once you research Writing Basic. The Leather Scroll is the one scroll you can actually write, at the Writing Desk. The five potion scrolls on its list still have no workstation, so the inspiration stops at whatever leather scrolls give you.
Totals are counted from the start, not per level. Buying a level costs Faith from your backpack and gives talent experience;
see Talents and Inspirations.
